Md. General Assembly OKS Gambling Expansion Bill ? CBS Baltimore

ANNAPOLIS, Md. (AP) ? The Maryland General Assembly early Wednesday passed a measure to allow a new casino in Prince George?s County as well as table games such as poker and roulette at gambling halls.

After the House of Delegates passed the bill 71-58 late Tuesday night, the Senate concurred early Wednesday and passed the measure by a vote of 32-14. The vote sends the measure to Democratic Gov. Martin O?Malley, who has scheduled a bill signing for Wednesday.

Senate President Thomas V. Mike Miller, a driving force behind the measure, said Maryland stands to reap great benefits from the new casino site.

?This is an ideal site,? Miller, D-Calvert, said after the measure was passed. ?It?s immediately adjacent to Washington D.C. Conventioneers coming to Washington, D.C., will come to Prince George?s County to play these machines.?

The measure would also significantly lower the state?s high tax rate on slot machine gambling at two casino sites, Anne Arundel County and Baltimore, to offset the financial impact of the future Prince George?s casino.

Critics said casino owners were the real winners.

?To me, it?s all about making room for another pig at the gambling trough,? said Delegate Herb McMillan, R-Anne Arundel. ?The problem is that while all the casino pigs are getting fat, there?s barely going to be a crumb left to benefit the people when they?re done.?

But supporters said the nearly $200 million in added extra revenue a year once the program is fully implemented will be far from insignificant.

?Two-hundred million dollars is not a crumb,? said Delegate Kumar Barve, D-Montgomery.

State analysts estimate the state?s education trust fund would get about $174 million in added revenue in fiscal year 2017, assuming a license has been awarded for the Prince George?s casino. That?s about $32 million less than the initial Senate bill would have provided. The revenue would rise to $199 million in fiscal year 2019. In the next fiscal year, the state would get about $60 million more.

The House amended the measure Tuesday night to allow veterans? groups to have five instant pull tab gambling machines at their facilities, with the veterans and the state splitting the money at first before the profits are allocated to a state veterans fund after 2014.

A key part of the bill lowers the state?s 67-percent tax rate to varying degrees for the state?s casinos, partly to offset added competition from a new casino in Prince George?s County and also to divest the state from purchasing expensive slot machines.

Voters would have to approve the gambling expansion in November. Voters in Prince George?s County would need to approve the new casino site. If the ballot question passes statewide but not in Prince George?s County, table games would be allowed ? but not a new casino.

Speculation has focused on the National Harbor complex along the Potomac River, which is close to Washington and northern Virginia.

One of the biggest changes made by the House relates to lowering the tax rate for the new Maryland Live! casino in Anne Arundel County, the state?s largest casino. The tax rate would also be cut for a planned casino in Baltimore, where Caesars Entertainment has secured a license to build a casino near Oriole Park at Camden Yards and M&T Bank Stadium, home of the Baltimore Ravens.

The tax rate for Maryland Live! would be lowered by 8 percentage points. The rate for the planned Caesars casino would drop 7 percentage points.

Maryland casinos also would get an additional tax rate cut, if they agree to take over ownership of slot machines.
Maryland Live! would get a further tax rate reduction of 8 percentage points for buying the machines. Other casinos would get a 6 percentage-point rate cut.

The changes mean Maryland Live! would keep 49 percent of the money generated by the casino, instead of 33 percent. The Baltimore casino would keep 46 percent.

Maryland Live! could later seek an additional 2 percent with approval from a new commission, and Baltimore could seek 3 percent more.

Supporters of the bill say Maryland Live! is getting the higher tax reductions, because it would be closer to the new casino, and the Cordish Cos., which owns the Anne Arundel County casino, can?t purchase slot machines as cheaply as the owners of the state?s other larger casinos.

The measure also enables Maryland casinos ? the Prince George?s site would be the sixth allowable location ? to be open 24 hours. The bill also reshapes the current State Lottery Agency and the State Lottery and Gaming Control Agency.

Meanwhile, lawmakers failed to reconcile differences on a measure to address dog-biting liability, prompted by a ruling by the state?s highest court in April that determined pit bulls to be ?inherently dangerous.? The ruling means that in an attack involving a pit bull, plaintiffs in civil lawsuits don?t have to prove the animal?s prior violent behavior for the owner to be held liable for damages. The ruling also means landlords can be held liable in such cases.

Some models are advertising highs staying in the 80s on Saturday with off and on storms and cloudy weather all day.? I will go with a high of 91 because if we do see any sunshine temperatures will pop into the 90s.? Lingering rain chances will continue into Sunday, but temperatures will be just below normal in the mid to low 90s.? Average high for this time of year is 97!

Is Climate Change Making Temperatures Too Hot for High School Football?

Scaling back the intensity of football practice due to hot weather was once laughable, but many states are enacting such rules to prevent heat-related deaths

KINGSLAND, Ga. ? Lightning strikes above the live oaks lining the practice field in this coastal town in southeast Georgia. Coach Jeff Herron blows his whistle three times, giving the evacuation orders. A cheer of "Hey!" erupts from the 160 football players as they happily hustle off the field and into the gym.

Coach Herron doesn't share their enthusiasm. A lost practice puts his Camden County High School Wildcats ? three-time state champions, in '03, '08, and '09 ? even further behind schedule. On Aug. 1, the team was forced to scale back its first full-contact practice due to this year's new statewide heat rules.

"It was on the border," Coach Herron said of that day's weather reading, a complex formula of temperature, humidity and radiant heat. "We were planning on coming out in full pads, but we couldn't do it."

Scaling back the intensity of a football practice due to hot weather was once laughable in South Georgia, where heat, gnats and hard-hitting high school football are facts of life. But this year Georgia became the latest state to enact new rules to prevent heat-related deaths of high school football players, a category in which the state leads the nation.

"The climate's getting warmer so players are exposed to higher temperatures," said Andrew Grundstein, a climatologist at the University of Georgia and a co-author of a 2012 study of heat related deaths in high schools nationwide. Across the country, deaths of high school football players due to heat nearly tripled from 1994 to 2009 compared to the previous 15 years, according to Grundstein's study. Heat illnesses in football players have multiple causes, experts say, but as the climate heats up, practices in Georgia ? and around the country ? are getting watered down just to be safe.

Lose its punch
Some grumble that South Georgia's trademark football might lose its punch. South Georgia teams have won six of the past nine state championships in Georgia's highest classification. This part of the state is home to the Valdosta Wildcats, the winningest high school football team in the nation, with 869 wins, 23 state and six national championships. Camden County has lost just 15 games in Coach Herron's 13 seasons. This year they join Valdosta in the high school version of college's Southeastern Conference, a region famous for its bruising football and rabid fans.

As Camden's Aug. 25 kickoff in the Georgia Dome nears, the players say that despite a new summer routine ? which meant skipping their right-of-passage summer camp ? they'll be ready for the season. Coaches, players and parents say that the new heat rules are good, but they'll take some getting used to.

"Certainly it's a step in the right direction. Nobody wants to lose a kid," Herron said.

From 1980 to 2009, 58 high school football players across the nation died from heat-related illnesses, mostly in the month of August, with more than half succumbing during the morning practices when the high humidity can make conditions most oppressive, according to Grundstein and colleagues' study, published in the International Journal of Biometeorology. On average, nearly three players died each year between 1994 and 2009, up from an average of one per year over the previous 15 years. Six players died in Georgia during the study period. Two more have died since.

From 2005 to 2009, there were 18 exertional heat stroke deaths among football players nationwide, with all but one at the high school level. That's the most in any five-year block over the past 35 years, and twice the five-year average, according to the University of Connecticut's Korey Stringer Institute, which studies heat stress in sport and is named after the Minnesota Vikings offensive lineman who died from exertional heat stroke in 2001.

There?s a new sheriff in Cleveland.? And his name sounds a little like Reggie Hammond.

It?s Jimmy Haslam, truck-stop magnate and new owner of the Browns.? Last week, he told Peter King of SI.com that Haslam plans to apply a Steelers-style stability to the franchise.

?They?ve averaged a new coach once every 2.8 years [since the franchise returned to Cleveland in 1999], and that?s just not a good recipe,? Haslam told King.

So an owner who despises turnover is good news for the current coaching staff and front office, right?? Probably not, since Haslam didn?t hire the latest iteration of the football operation in Cleveland.

King now includes in his latest Monday Morning Quarterback an ominous observation for Messrs. Holmgren, Heckert, and Shurmur, the trio currently calling the shots in the Factory of Sadness.? ?I?m hearing that no one in the Cleveland front office or coaching staff should feel secure beyond December,? King writes in an amazingly comprehensive look at the last seven days in the NFL.? ?Prospective new owner wants to judge everyone fresh.?

While King prefaces that potential bombshell by claiming that he has ?no inside information,? he?s surely not ?hearing? these things from the guy or gal who whipped up his latest triple grande whole milk hazelnut latte.? (Yeah, I?ve been around him enough to know his standard Starbucks order; although on particularly long days of having to deal with the likes of, well, me it?s a quad venti.)

If it made it onto the page, there?s merit.? And it makes sense.? Because even though Haslam won?t want to change out General Managers and team presidents and head coaches, he?ll first want to get people in place that he believes in.? The fact that Holmgren and Heckert and Shurmur were holding the spots when Haslam got the keys is nothing more than coincidental to the fact that the Browns are the team Haslam was able to buy.

?One thing I took from the Steelers, is if you?ve got a great leader, G.M. and coach ? which they do ? you?ve filled the three most important boxes, and you?re off to a great start,? Haslam told King last week.

It?s hard to call the current leader, G.M., and coach in Cleveland ?great.?? Shurmur has won four games in one season.? Holmgren and Heckert can boast nine victories in two years.? Barring a dramatic turnaround in 2012, Haslam surely will want to assemble his own crew.

It?s already believed that former Eagles president Joe Banner will be part of the new regime, presumably playing the role of leader.? If Banner is hired, Haslam and Banner then will have to decide on a head coach and a G.M., along with determining the respective power to be held by those two positions.

And so while there may not be much change beyond 2013, significant adjustments could be coming to Cleveland after the coming season ? unless the current regime carves out an unlikely path to the playoffs.

Vetting for Personal Growth... - Partners in Torah

Perhaps you?ve noticed that this is an election year. Trying to become one of the leaders of the free world is no small thing, and because of the enormity of power, it?s important to make sure that our elected officials pass muster. So, potential candidates are vetted, and our choices are whittled down from a lot to a couple.

The term ?vetting? comes from horse racing, of all things, where horses were examined by veterinarians before being allowed to race. In politics, it means looking into the background of a candidate ? their financials, personal conduct, health and political history ? to make sure there?s nothing untoward that could prevent them from winning the election, or more importantly, from running the country.

Usually there are any number of juicy scandals and hidden information revealed, to the dismay and embarrassment of the potential candidates. This one has a health problem, that one behaved inappropriately, this one embezzled funds. It?s incredible, the stuff that?s unearthed. How anyone makes it to the final stage of candidacy is kind of amazing. That anyone would subject themselves to that level of public scrutiny is even more amazing.

I?m no politician, but I?ve also undergone some vetting. It?s been documented in ink. Thankfully, not though any major (or minor) media source, but by my own hand. I vet myself on a regular basis.

It?s called a Cheshbon HaNefesh, which means ?An Accounting of the Soul.? This is a Jewish personal development tool, a practice to heighten self-awareness and guide self-improvement. This method was first written 200 years ago by Rabbi Menachem Mendel Levin. That?s right ? Judaism was way ahead of the trend in self-help.

Part of the process is reviewing the events of the day and inspecting my actions, thoughts, feelings, and progress. I use a designated notebook and favorite pen to record this information.

When I find a failing, I investigate what went wrong. What was the trigger? How can it be avoided in the future? That?s how I figured out that I?m really cranky when I haven?t had enough to eat or sleep. It seems so obvious now, but I used to be unaware of the connection.

When I find a success, I investigate what went right. How did I overcome the challenge? How can I repeat this triumph? These victories are important to take note of. Catching myself succeeding is a very effective motivational tool.

Through this process I?m able to reflect upon my growth. Patterns begin to emerge, a-ha moments occur. It heightens my awareness of where I?m going, keeping me on track. Staying on track is kind of important. I mean, no one sets out to make big mistakes. I doubt anyone wakes up in the morning and thinks, ?hey, why don?t I embezzle a gazillion dollars today?? No, it?s much more subtle than that. Those big bad decisions usually come about from small decisions leading in the wrong direction.

I like to know where I?m going, and I appreciate the focus gained from these daily reviews. No scandals here, thank you very much. I?m staying on target with Judaism?s original self-improvement plan.

Come to think of it, our political candidates could really benefit from a Cheshbon HaNefesh.
