Some oil from sunken boat hits Seattle beach (AP)

SEATTLE ? The Coast Guard said Friday evening that a "very small part" of a diesel fuel and oil spill from a 73-foot workboat that sank earlier in the day has reached a Seattle beach.

Two miles of affected shoreline were surveyed, and cleaning crews have identified pockets of oil and worked to clean them as darkness fell, Capt. Scott Ferguson said.

There was no immediate word on any damage to fish or wildlife.

Oil containment boom was set out along the shoreline to try to keep any more oil from reaching the beach.

Divers also worked to plug the source of the leak, Ferguson said. The vessel reportedly has 300 gallons of diesel and 30 gallons of motor oil on board in sealed tanks. It wasn't clear how much had leaked, creating a sheen of diesel oil the size of two football fields. The sheen remaining on the surface was expected to dissipate, the Coast Guard said.

Plans call for using a crane barge to lift the vessel Saturday, the agency said.

The vessel is an old World War II landing craft that was being used as a workboat with a barge at a bulkhead project in Puget Sound near the city's West Seattle neighborhood, said Diede Janel, office manager of Waterfront Construction Inc. of Seattle.

The boat was loaded with boulders Thursday and left tied to the barge. Workers arriving Friday saw it go down at about 7:30 a.m., Janel said. It sank about 200 yards off the West Seattle shoreline.

As the vessel was sinking, workers closed the fuel vents to limit pollution, the Coast Guard said. No one was injured.

Keith Landry, a company project manager, told reporters Friday evening he didn't yet know why it sank.

The company has hired a cleanup contractor, National Response Corp. Environmental Services. Booms and absorbent pads have been deployed to contain the oil and a skimmer was brought in, the Coast Guard said.

The oil spill hasn't been catastrophic, said Katie Skipper, spokeswoman for the state's Ecology Department.

Any oil spill causes environmental damage, the Coast Guard said.

Migrating swans bring out paparazzi

Southcentral Alaska sees plenty of visitors, but few draw local paparazzi like the guests that fly south every October: trumpeter and tundra swans.

Hundreds of swan pairs, some with gray juveniles, stop at lakes and ponds on their annual fall migration, drawing bird watchers to viewing areas such as Potter Marsh south of Anchorage.

The birds stand out like marshmallows on a patchwork quilt in the narrow, two-mile urban marsh between the Seward Highway and foothills of the Chugach Mountains. Photographers line up for a calendar shot of swans flying against a background of golden birch trees or making long glides to land among reeds turned tan from frost.

"It kind of encapsulates the end of the season for me," said Phil Pringle, who has been driving to the marsh for most of his 40 years in Anchorage. "Fall's just about over. We've got a couple more days of leaves on the trees. The swans are migrating from above the Arctic Circle and they're heading south, and this is one of their major stopovers, and it's just nice to get out before it gets too awfully cold."

Trumpeter swans with their 7-foot wingspans are North America's largest waterfowl, said biologist Dan Rosenberg, the state's migratory bird coordinator. Alaska accounted for 70 percent of the country's 35,000 trumpeters in 2005, he said. They nest in Alaska's interior and spend winters in southeast Alaska, British Columbia or Washington state.

Far-flung destinations
Trumpeters are hard to distinguish from smaller tundra swans that breed closer to Alaska's west and northern coasts. Some tundra swans have a yellow spot near their eyes. Pairs breeding in the north can winter as far away as Chesapeake Bay or North Carolina, while western Alaska birds likely are on their way to California, Rosenberg said.

The first swans to arrive are adults without young, said artist and author Doug Lindstrand.

"The ones with the chicks come in last, because they keep them at their home base where they grew up, let them feed as long as they can, and then they start their migration," Lindstrand said.

During stops in Southcentral Alaska, swans linger to feed on marsh plants. Ducks shadow them as they forage.

"As the swans feed, they use their feet and their long neck to an advantage to churn up the bottom, and when they do that, a lot of the vegetation and growth comes to the surface that the mallards and puddle duck can't reach," Pringle said. "So they just migrate to the swans, if you will. It's a free food source."

The swans get annoyed if the ducks get too close.

Swans vs. ducks
"They'll yank tail feathers if they can catch them," Pringle said. People often mistake the clingy ducks for swan progeny, he said, but there won't be a fairy tale Ugly Duckling ending.

"They will never grow up to be beautiful swans," Pringle said, laughing.

Swans mate for life and are never far from their partners in the marsh.

They need a long stretch of water to land and a running start to take off. They often tip off their intention, Pringle said.

"Their head will start bobbing up and down and they start to get nervous and they'll start talking, communicating a little bit," Pringle said. "You can just hear the honk."

The swans draw people all day but veteran photographers wait for late afternoon and evening when the sun sinks low over Cook Inlet.

"You get this warm evening light on 'em," said Cathy Diehl. "It's just beautiful."

Diehl looks forward to the arrival of the swans because it gives her a chance to see friends.

"With all the photographers, you don't see them all summer, because they're off doing their thing," she said. "We all come together, it seems like, during birding season, just to watch the birds and swans."

Ten miles from downtown, about a mile south of the DeArmoun Road overpass, is the turnoff on the left for the Potter Marsh boardwalk. UK defense minister quits after scandal (AP)

LONDON ? Britain's defense minister Liam Fox quit his post Friday after days of allegations about the influence-peddling of a close personal friend who joined key visits overseas and posed as an unofficial aide.

Fox acknowledged he had blurred the lines of his professional and private lives in allowing Adam Werritty, who had previously worked as a defense lobbyist, to organize meetings and join him during 18 trips overseas.

A government inquiry into the case will continue to investigate whether Werritty used his access and friendship with Fox for personal gain, or on behalf of others seeking to win favor or contracts with Britain.

Prime Minister David Cameron named Philip Hammond, who had been Transport Secretary, as Fox's replacement ? asking him to take on the task of implementing severe defense cuts under a national austerity program and to negotiate the exit from the violent conflict in Afghanistan by the end of 2014.

Fox wrote that he was leaving his role "with great sadness" in a resignation letter, but appeared to have little alternative after more than a week of scrutiny of his personal ties to Werritty.

"I mistakenly allowed the distinction between my personal interest and my government activities to become blurred," Fox told Prime Minister David Cameron in the letter.

Though he had no official or paid role with Britain's government, Werritty ? who was Fox's best man at his 2005 wedding and previously lived at Fox's apartment ? met with the minister at least 40 times since he took office, and had distributed business cards claiming to act as his aide.

Fox became the first Conservative Party lawmaker to resign from Britain's Cabinet since the country's coalition government was formed following an inconclusive election in May 2010.

However, Cameron's inner circle are also awaiting the outcome of an investigation into another Cabinet heavyweight ? with prosecutors reviewing allegations that Energy and Climate Change Secretary Chris Huhne attempted to dodge a speeding ticket to avoid a driving ban, a case that could further disrupt Britain's government.

Cameron had initially said he would await the outcome of a government report into Fox's friendship with Werritty before deciding on the minister's fate ? seeking to appear fair to a one-time challenger for the leadership of their Conservative Party.

Fox had pushed through work on an 8 percent cut to the defense ministry's annual 37 billion pound ($59 billion) defense budget, deciding that 17,000 troops, a fleet of jets and an aging aircraft carrier would all be lost.

He had ensured Britain's armed forces would be "fully equipped to meet the challenges of the modern era," Cameron said, in a letter to Fox.

"On Libya, you played a key role in the campaign to stop people being massacred by the Gadhafi regime and instead win their freedom," Cameron wrote.

Werritty, in his early 30s, has been interviewed by the government inquiry, but is yet to offer any public comment about his role or how he funded his hectic travel schedule following Fox across the globe.

Details released by Britain's defense ministry show Werritty joined Fox on visits to destinations including Washington, Bahrain, Hong Kong, Sri Lanka, Israel and on frequent travel to Dubai.

Werritty was present at a steakhouse dinner in Tampa, Florida, with Fox and Lt. Gen. John R. Allen ? now the top U.S. commander in Afghanistan ? and also joined family holidays with Fox in Spain and Switzerland.

The furor also saw Fox's colleagues forced to discuss repeated insinuations that he is gay.

Though Fox married his long-term girlfriend Dr. Jesme Baird in 2005, opponents raised similar questions about his relationship with Werritty after the extent of their contacts was revealed.

The younger man had previously worked for Fox's Atlantic Bridge organization, a now-defunct charity which promoted his hawkish foreign policy views and sought to become a forum for neo-conservatives in London and Washington.

Fox, who contended for the Conservative Party leadership but came in third in a contest won by Cameron in 2005, was closely allied to Margaret Thatcher ? who was patron of his charity. The ex-Prime Minister attended his 50th birthday party last month, even though she is now aged 86 and usually too weak to go out in public.

The departed defense minister was known in academic and policy circles as an Atlanticist who favored closer ties to the United States, was deeply skeptical about European allies and had alienated some parts of the party with his views.

Fox had clashed with other ministers over his links to Sri Lanka's government.

Main opposition Labour Party lawmaker Jim Murphy said that Fox's actions in allowing Werritty access to visits, and to arrange a meeting in Dubai with a potential supplier had breached rules governing the conduct of ministers.

"This issue has centered solely on his judgment and his conduct in one of the most serious jobs in the country," Murphy said.

Supporter Louise Mensch, a Conservative Party legislator, said Fox's exit was regrettable. "He was an outstanding Secretary of State for defense and a completely dedicated minister," she wrote on Twitter.

Analysts urged Hammond to quickly master his brief, with U.K. forces still in action in both Libya and Afghanistan.

"It's a morale issue, it's an uncertainty issue," said Guy Anderson, chief defense industry analyst at IHS Jane's. "At times of war, this can't be good."

Cameron's office said Hammond would be replaced at the transport ministry by Justine Greening, a rising 42-year-old legislator within Cameron's party who had been a junior minister in the Treasury. Greening will herself be replaced by another young female rising star, 29-year-old Chloe Smith, who takes over Greening's role as economic secretary.

China trade surplus shrinks as global woes deepen (Reuters)

BEIJING (Reuters) ? China's trade surplus narrowed for a second straight month in September to $14.5 billion, with both imports and exports lower than expected, reflecting global economic weakness and domestic cooling that will deepen policy quandaries facing Beijing.

The trade data issued on Thursday laid bare trends at the heart of Beijing's debate about how to handle U.S. pressure for a higher yuan while seeking to protect both export-driven jobs and tame inflationary pressures.

Moments after the data was released, a deputy chief of China's customs agency staked out one position in that debate, saying a higher yuan is already hurting exports.

"The rise in the renminbi exchange rate may limit the room for export growth," Lu Peijun, the deputy head of the Chinese customs administration, said at a news conference about the data. The renminbi is another name for the yuan.

"China is still facing relatively big imported inflationary pressure and trade conditions are also deteriorating," said Lu.

Many traders are already wagering Beijing will tighten its leash on the yuan, which fell against the dollar on Thursday after the central bank set a sharply weaker mid-point for daily trading. Forwards markets are pricing in depreciation of the currency in the year ahead.

But other influential Chinese voices, including an official newspaper on Thursday, say Beijing may be preparing for a widening of the yuan's daily trading band to help fend off speculators and inflation.

September's trade surplus was smaller than August's $17.8 billion and less than half of the $31.5 billion recorded in July. The annual pace of exports to the troubled European Union more than halved from August.

"It is now certain that external demand is falling. Chinese export growth will continue to slow in the rest of the year," said Shi Lei, an analyst for Pingan Securities in Beijing, who said the figures were unlikely to prompt swift policy shifts.

China's annual inflation stood at 6.2 percent in August, and leaders have said taming price rises remains a priority.

"As falling external demand is expected by Chinese policymakers, any broad-based loosening of the monetary policy is unlikely in the short term until we see a clear fall in inflation," said Shi. "The window for possible policy easing is around November and December."

Both imports and exports were weaker than forecast by economists in a Reuters poll and several analysts said no rebound is in sight.

Exports rose 17.1 percent last month from a year ago, slowing from a 24.5 percent gain in August, and imports rose 20.9 percent, compared with August's 30.2 percent increase.

Still, the value of China's imports and exports are near record highs.

"The trade surplus is narrowing on a trend basis. I think this shows that the Chinese economy is (in the midst) of rebalancing," Jian Chang, an economist for Barclays in Hong Kong.

"Going forward, the effect of weakening external demand will slow export growth to mid- to lower teens. We expect import growth to hold up better."

SHRINKING SURPLUS

China's economic growth -- which has averaged around 10 percent for a decade -- has slowed this year as the global recovery from the credit crisis stumbled. Second-quarter growth of 9.5 percent was the weakest since late 2009.

Reflecting some concern about the slowdown, China on Wednesday unveiled measures to support cash-starved small businesses, which account for 75 percent of employment.

Still, if the world did slip into another full-blown economic crisis, China had the means to support its economy, said Anoop Singh, head of the IMF's Asia and Pacific department.

"I would say China has the scope to respond were these downside risks to materialize. What's important to notice is that even China's response would offset a part of the shock. It could not offset entire shock," Singh told a news conference.

A breakdown of China's trade numbers showed shipments of major export and import items slowed markedly.

Compared to August, annual growth in China's electronics exports slowed by a third to around 13 percent, while that for high-tech shipments more than halved to 6.3 percent.

Annual growth in China's commodity imports also slowed. Crude oil shipments fell 12 percent from a year-earlier record level after holding steady in August.

For iron ore imports, annual growth more than halved to 15 percent compared to August, although the volume of shipments was at an eight-month high.

China could point to its reduced trade surplus as evidence that it is moving to deal with economic imbalances that have riled lawmakers in the United States, who point to U.S. trade deficit as evidence that the yuan is drastically under-valued.

The U.S. Senate approved a controversial bill on Tuesday aimed at forcing Beijing to push the yuan higher against the dollar, which supporters argue would reduce a U.S. trade deficit with China of more than $250 billion.

"The shrinking trade surplus and easing imported inflation may reduce some pressure for Beijing to quicken the pace of yuan appreciation," said Du Zhengzheng, an analyst at China Development Bank Securities in Beijing.

"With exports growing at a slower-than-expected pace, I think Beijing could slow the pace of nudging up the yuan in the coming months for fear of hitting its exports too much, especially when the external demand is weakening.

"But the main direction for Beijing's yuan regime reform would not be changed, which is to widen the trading band and guide two-way movements."

In month-on-month terms, China's exports rose in September after calendar adjustment by 1.6 percent, versus a decline of 3.3 percent in August and a rise of 5.4 percent in July.

China's overall balance of trade with the United States, however, remained unchanged in September from August; in both months China recorded a $20.0 billion surplus.

China's trade surplus with the European Union was $12.9 billion in September, down from $14.8 billion in August.

Although the fate of the U.S. currency bill is uncertain, it has drawn sharp rebukes from Beijing. The central bank argued that a stronger yuan would not on its own reduce the bilateral trade imbalance nor save American jobs.

"We should say that the narrowing trade surplus will reduce the risks for a possible world trade war, although the passage of the currency bill in Washington may actually blur the outlook for China's exports," said Zhang Zhiwei, an economist with Nomura Securities in Hong Kong.

(AP) ? President Barack Obama's campaign raised more than $70 million combined for his re-election and the Democratic Party during the summer, an amount that gives him a clear financial advantage over his Republican rivals even as faces economic and political headwinds.

The fundraising total announced Thursday exceeds a goal set by the campaign of $55 million combined for the July-September fundraising period but is about $16 million less than Obama raised during the April-June quarter.

Obama has dealt with declining poll numbers and a weakened economy during the summer, prompting the president to recently call himself the "underdog" in the presidential race. Campaign officials had said they would raise less because of canceled fundraisers during the summer's debt ceiling negotiations and a typical summertime lull in raising cash.

Obama campaign manager Jim Messina said in an e-mail to supporters that more than 600,000 people donated to the campaign in the most recent quarter, more than the previous three months. He said more than 980,000 people have given money to the campaign, and in the most recent quarter, 98 percent of the donors gave $250 or less, with an average donation of $56.

"Getting to a million grassroots donors isn't just a huge accomplishment this early in the campaign. It's our answer to our opponents, the press, and anyone who wants to know whether the president's supporters have his back," Messina said.

The numbers include $42.8 million for Obama's campaign and $27.3 million for the Democratic National Committee, which will help Obama's re-election effort next year. Obama raised $86 million combined during the April-June quarter.

Obama still leads his Republican rivals in fundraising by tens of millions and can save most of it for next year because he does not face a primary opponent.

Former Massachusetts Gov. Mitt Romney leads the Republican field in fundraising, pulling in more than $18 million in his first three months of campaigning. He is not expected to surpass that mark for the past three months but should lead the pack in cash on hand.

Texas Gov. Rick Perry raised $17 million in his first seven weeks of campaigning and had $15 million in the bank. Rep. Ron Paul of Texas, a favorite of libertarians, collected $8 million during the summer after raising $4.5 million in his first three months.

The fundraising by the presidential field doesn't include money being raised by independent organizations trying to get their preferred nominee elected by raising and spending unlimited amounts of money to run ads supporting their candidate or attacking a rival. Perry and Romney have at least one super PAC working to enhance their candidacies while another super PAC is backing Obama's re-election bid.

Obama advisers have told donors privately they hope to match or exceed the $750 million they raised in 2008, a staggering amount that would help the president pay for expensive TV ads and a massive get-out-the-vote operation. But to match the amount they raised the last time, Obama would need to bring in nearly $120 million combined for each of the next five quarters to keep pace.

Messina said the campaign was using the money to build its operation. He said the campaign has opened up three new field offices every week during the past three months, and volunteers and organizers have made 3 million phone calls and in-person visits to voters.

"We're up against a Republican Party and special interest-funded groups that will spend hundreds of millions of dollars spreading any message that they believe will defeat the president and roll back our efforts to build a fairer economy that rewards hard work and responsibility, not large corporations," Messina said.

Republican National Committee spokeswoman Kirsten Kukowski said Obama would "need every penny he can raise because voters don't believe he has the ability to turn the economy around or create much-needed jobs."
